Would I be able to get a sunback with 4k C$ and some good older rares/very rares?

the sunback is valued at 3-5k C$ x (with a non being between 1000-1600 C$ x x, and a sunback trading for 3-3.5 nons x x)
successful trades for the sunback sit within the above range of 3-5k C$, some with add and others without x which means that you should theoretically be able to trade for a sunback with your suggested offer, if you could find someone who was interested in C$ ^^
that all having been said, in the future I would recommend asking about C$ values of pets on this thread - "How Much Is This Pet Worth in C$?"

these pups are commonly known as the punk dog set, with the outcomes often being referred to as the "lolita", "yellow punk", "pink punk", and "orange punk" respectively
all of the punks fetch 0.5 nons or 1 sorb [5-6 MAs, 7-8 '09 rares per 1 MA] x x
except for the lolita (the black and white outcome) which fetches a consistent non x x x

as a set, they would add up to 1 non + 0.5 + 0.5 + 0.5 = 2.5 nons~ it would be up to you if you wanted to split them up, a majority of the successful trades seem to be the pups independently and that may mean there are less people trading the set as a whole - this doesn't mean that the set wouldn't be sought after, I think it's just a product of people not having a full set together they are seeking to trade away ^^
comparatively, the dragoncat (assuming you are referring to the pps dragoncat store pet from 2014 and not its full grown littermates) has high fluctuating demand, with trades settling it around 2 MAs+ x x
if you wanted to trade a dragoncat for a punk dog, the dragoncat side would need to add a minimum of 3-4 MAs (if you value the dragoncat at 2 MAs with demand) c:

According to this list each fairy goat is worth between 4-5 '09 rares to an MA (7-8 '09 rares)

Previous answers indicate that they are going for the more higher value (1 MA each).
