He could be a COPPA'd user. COPPA users can not do some of the things that regular users can do eg: PM, post, etc.

No. COPPA protects underaged users from revealing locations and privacy and stuff. If your brother can't post, or send a trade message, he is most likely a COPPA'd user.

As what Ruki said, he's probably COPPA'd, which he is 13 years or younger. ( I don't know if you needed that, but hopefully it helps! )
