If you are "COPPA" you can not send messages because you are under the age of 13 (I think, it's been awhile...maybe it's 12??) once you have reach over one of those ages (hehe) you will be able to post. It's been awhile since I joined so I can't remember if your first post must be approved?? I think it may, same with creating a topic. Hope this scrambled message helped you with SOMETHING!
