COPPA players fall under the Children's Online Privacy Protection Act in the US that protects children under the age of 13. There's a guide on COPPA users here that can give you more information: viewtopic.php?f=6&t=924979

If you save a draft, you can view them under My Account --> Overview --> Manage drafts. If you go back to the topic you made the draft in and click on post reply, you can also see a button near the submit button that lets you load up your draft. ^^
