Typing in all caps is generally considered rude (it's like yelling) and is hard for people to read, so it's best not to do it. ;3 As for excessive punctuation and smilies, if you go beyond about four or five punctuation points or smilies in a row it's considered spam and then the mods end up editing it out anyway, so you might as well just do a smaller number in the first place. :3

Because of the re-release of '08s and '09s being today, very new accounts are unable to adopt from the Advent boxes - it's to prevent cheaters from making a bunch of new accounts to get around the adoption limit. ;3
