And Possum, this would keep someone from potentially getting two rares from the pound because they would have to deal with leftovers. It keeps the rarities down per adopt even if it's the same opening, because the after the 3 hour wait all the rares will be gone.

I'm gonna disagree with you there. Adopting multiples from the same opening simply moves the "less desirable" pets out of the way so the Pound can read open with more of a variety of rarities.
Why is that a bad thing? I personally will happily grab three or four chickens a day. Making the Pound finish and reopen faster so those "rare hunters" can get what they want too.

This is going to be a huge change to get used to.
Personally I am unsure if I think 3 hours is really a good choice - I'd probably have picked 12 hours, so half of the old time - but I'll assume that you're gonna have an eye on how it's going to work out and adjust times if needed.
In any case, it's exciting to hear that we'll be able to adopt more often now! Finally my habit of compulsively checking the Pound page will pay off
