I finally figured out the issue! The paintbrush doesn't show up at all on forums if High Contrast Text is on, even though the paintbrush can also remove custom font sizes.

I'm not sure if I'm just doing something wrong, but paintbrush doesn't show up on signatures unless I'm on the user's profile page. Doesn't turn off custom styles while browsing forums.

This is working as intended - the paintbrush on forum posts is only meant to change that post's text styles, as removing formatting from signatures often scrambles things and makes them unreadable. Nick has added the paintbrush on the profile page so that you can still remove text styles on a user's signature as needed!
