The thing I feel is the biggest problem is the way that this categorizes art when art is such a broad and subjective thing. It is not very easy to categorize it when not everyone sees art in the same way.
By making "guidelines" for art, you are more grouping by style than you are by skill level. Not everyone wants to draw in photo-realism, but their art may be of a high skill level. Because of your "guidelines" someone who may not want to draw a detailed background but has a very good subject is technically "not finished" according to your standards, not everyone's. This is a major problem when it comes to art.
There is amazing art out there that some may consider "advanced" but according to the standards, the "guidelines" you set, they aren't. Style. Not skill level. And that's not fair.
And on the subject of people feeling bad about being moved down to lower boards- even if someone says it nicely, even if no one says it in a rude way such as "this doesn't belong here", sugar-coating it doesn't change the fact that they have been told their art wasn't good enough. It didn't follow the guidelines.
