Just checking, but the years pets were released has no effect on rarity whatsoever, right? So according to this, a rare is a rare regardless of the year due to having close to equal amounts of pets.

It does. A rare from '09 is nowhere close to a rare from, let's say, '13. Most go off the double for a year type thing. So an '09 would be worth 2 '10 rares, 4 '11, 6 '12, or 8 '13, depending on what the players value a pet at. If you're trading closer in years and the other player is okay with trading a '12 rare for a '13 or even '14 and you both think it is fair then that's all on you, but the older a pet is really gives it more value. So a lot of the new rare pets might take a lot of older players or trade savy players a hard time to get use to due to them not really having been worth much to start with.

This is a comparison between my trade groups and then also my PPS collection, which is interesting to me because PPS pets often seem more "rare" to start out with in addition to their demand. Seems like that definitely holds true.

Issue: I'm fairly certain CS's playerbase did NOT grow exponentially after 2011 or so... so I really do not understand how that 2-for-1 rule is commonly accepted

A problem with if they announced this in advance is that more unscrupulous players could try to find players who don't seem to be aware of the news and try to ninja them that way in anticipation of certain changes--or they could go down the blatant attempted scamming route and try to spread the opposite of their educated guesses and simply use "It was just a prediction!" as an excuse

The two for one rule is because if a pet is from a previous year then there will be less of them still around. Or at least, it makes them harder to get hold of

absolutely! all the omgsr lists are likely moving up, but since it's on the holly tier, it may remain there, wherever they decide to move that tier, or keep it the same. lots of new tiers are going to be added due to the amount of omgsrs and misplaced lists.
