Yes, once someone becomes a staff member they can keep the position through future applications (assuming they still have time for CS and there aren't any other issues).

Can you please explain more about what you're having trouble with?

Once you are finished with your entry please upload it to your application. You can still edit your application afterwards (until applications close).
