Not a bad start, actually. c:
The first thing that stands out to me is the eye; it's very large. You seem to be getting a profile shape right (it's more like a > kind of shape). It's also a bit far; eyes in profile are pretty close to the edge of the face. I'd also recommend using eyelids along with your eyebrows as they can help tell emotion.
Her neck seems alright, I just recommend making that line go in the same direction her neck is being pulled. Her collarbone is also a bit too low; it should just about line up with the top of the shoulders.
Her shoulders are also a bit small, but the angle they're at is a good start. I would make them a little wider, which may involve a chain reaction of changing other things to match up. xD
Other details on the face are a bit difficult for me since I can't see a whole lot of the forehead due to her hair, but it's good to keep in mind these tips for proportions on a head: Eyes are at half, nose is in the remaining half, and mouth is at the remaining half of that. (1/2, 1/2, 1/2, basically.)
I'll also say that for hair, try defining more streaks of hair to look less like solid chunks. This can help you when you draw more dynamic shapes of hair.
