Well I'm no artist but I think what you should do to make her look more feminine is make the shoulders more smaller and add some eyelashes.

G*damnit! not again! i wasn't really paying any mind to the shoulders when i drew it i was worried about the face. but yes! eyelashes! why didn't i think of that?

Veggievampire nailed the problem right on the head. ^_^ Narrow shoulders, slender neck, and a hint of eyelashes will definitely help convey femininity.

It's still a very well-done picture! I love the motion in the hair, and you did a wonderful job on the toning, especially just the little bit in the BG.

I definitely want to see more! ^_^

You could also try making the lips more defined, like making them plumper lol
