Updated suggestion
I would like to see all the free items scattered throughout the store and under special offers to have their own tab "Free items" in the store. They would still be in the store, but at least they would be all grouped together. Or:

Or how about this: Add another sub-category under "Adopt" in the main/top bar of the site? Along with "Adopt pets" and "Pound and Lost & Found", there could be something like "Claim free items".
I suggest that because during events (like the Advent Calendar) free items have always been included on the same page as adopts anyway. Designating a spot for free items under the "Adopt" main category would be straightforward enough for both new and old players to find.
1. Move all the free items to their own monthly adopt section on the monthly adopt page.
pro: new users will probably never miss these
con: They're not technically monthly adopts
2. Re-organize the store page. Have the store pet set "special offer" with the store pet tab and move the one non free special offer to the page where those items are found. Turn the new special offer tab to a free items tab and move the rest of the free items there.
pro: the items are all under their own tab
con. It's still in the store, new users might still miss them.
I would really like both these to happen. The free store items get option two and the free event items not associated with a special event (such as the pirate day items) get their own monthly tab instead of on the dog page.
