So... someone blocks me. I can't visit their profile to block them?
I have someone blocked. They can't see the guide that's in the trade forum.
Any discussion in 18+ is also blocked?

Blocking someone doesn't change which posts they can read at all, it only prevents them from posting on your topics (except in the general forums and CS Discussion, they can still post on your topics there) or viewing your profile page.

For now, my PMs are also open to everyone

If you have it set to "allow everybody to send you private messages, see your profile and post on your topics" (i.e. the non-default "let me talk to foes" option), this new feature doesn't change anything for you, you've already opted into people on your blocklist being able to post on your topics and view your profile.

Excellent, thanks for the clarification. Somehow I never learn that if I'm sleep-deprived then I need to take a second look at stuff when I'm well-rested before coming to conclusions lol

Is there not yet a way to turn off only specific blocking features, so for example if I wanted blocked users to be able to post on topics and see my profile, but didn't want them to PM me? Also is there a way to turn it off for specific topics? If not I would love to see those two features added. Maybe even a way to give blocked users different restrictions

No, we are not going to make the system that fine-grained. If you don't want someone to PM you at all it really doesn't make sense that they can still contact you by posting on your topics (which they will surely do once they receive the error telling them they can't PM you).

If you wanted that sort of mixture you can just delete their PMs unread or add a rule in your PMs to filter them to the trash automatically:
