Could there be a medium in-between the two sides? (Just throwing my two cents out here).
Like for instance, in the archives you could still get a "You have collected all the pets released in 20xx" as part of a general rule, but if someone else had collected the URs, they get a "special" achievement? Like: "You have collected all 20xx pets, including URs" (not the exact phrasing I'd use but you get the picture). I will say that as someone who has no URs at the moment (and has not achieved one in years due to how difficult they are to obtain) the fact that it's extremely difficult to achieve 1-2 or more UR pets in a single year is something that I think will hinder the majority of players from ever seeing this goal being met on their archives. And for the small amount that do, good for them, but it would be nice for players like me who spend months saving and collecting just to finish monthly collections (with hundreds of pets being released each year, many rare) to get recognition. I finally got all pets in 2024, which made me happy, until the "Congratulations" achievement magically went away the night of December 18th, as I knew it would. Now I assume the same thing will happen in 2025, which is just frustrating.
I think that getting all the pets in the year is a massive goal that only a relatively small amount of the player base will achieve, so it would be nice to let more casual players like myself (who still spend dozens of hours collecting without achieving URs) feel a sense of accomplishment. I'm just throwing this out there, not trying to sound complain-y, but since this is the suggestion thread, I thought I'd give my idea: there could be a two-tier aspect to the 100% completion recognition, store pets already don't count so I don't see why the URs should cause the vast majority of people to not have a 100% for a year. Collecting all the pets, even without the URs, of one year is a huge accomplishment, and I think it would be nice to at least have a basic "You have collected all the pets of 20xx" and then those who have gotten the URs can get an even more special achievement message.
ETA: Also it's kind of hard to ignore that C$ plays a huge role in getting URs, whether directly or not, so in total it could cost hundreds of more C$ for one UR than to get one store pet set. So if stores are off-limits because they cost real money, I think the fact that the URs, which are not always but realistically and most commonly are achieved through C$ transactions somewhere down the line, are included towards everyone's goals is a bit short-sighted.
