Add “Special Release” Pet Chance to the Monthly Adoptions

Having them throughout the month would get more people to actually be active on the site. So many people only come back for the 18th just for the special releases. I don't see how getting one from a monthly adopt would make it less special. It's still an extremely rare chance and it would be nice to anticipate every month for a potential surprise. I already have all the zebras but if I got one from the monthly adopt, it would replace the one I own already in a heartbeat.
