thank you for the info! i think a lot of people are very reluctant to report others, or to potentially bother staff with something small or not quite important. plus, on a lot of sites you can get yourself in trouble for false reporting, which makes users nervous to say anything if they aren't 100% certain the other user is in the wrong. maybe spreading the "better safe than sorry" approach and making it more clear to everyone that it is okay to report rude and hurtful content will help the issue?

i actually had the idea a bit ago to maybe make something along the lines of a "fair trade committee," or even a more general "cs wellness" group. something community-run that's meant to be a hub for explaining good trade etiquette, bringing players together, and sparking more interest in the forums. maybe it could have a directory for various active threads in different categories (open and active rps, forum games and user-created adopts, etc.) and be a sort of hub for users who want to trade more loosely and kindly- with less emphasis on the pet economy, and more encouragement to seek pets you yourself are interested in, and to connect users who are also only seeking out what they truly care for, rather than trying to turn a profit or climb the ranks, so to speak.
i'm not entirely sure if that's even something that could be done, or if i would have the energy and ability to tackle it on my own. but it's an idea i like, at least to some extent, and i think it could help to address some of the issues within the community and trading side of things. it could also be used in ways similar to this exact thread, bringing awareness to suggestions and discontent with the site, and ensuring such topics don't get dropped with time.
edit to add that it could help with the very issue i mentioned in my response... making it more well-known as to what is and isn't acceptable behavior, especially around trading, and when you can or should report a user. my overall idea is something to promote a healthier userbase, and while i know that wouldn't solve the fundamental issues of stagnation and lack of updates and site-usability, i think it could make a bit of a difference for players who really want to help the site. ^^
just some musings from an old player, i guess? ^^' maybe someone else has some ideas to add onto the concept, or some critique on why it wouldn't be viable?
