When I reached level 15, it took a few times of visiting my scroll for the medal to update.

I'm on level 25 and I can't level up any further because I no longer gain EXP.

lvl 25 is the maximum level
Try hard refreshing it first if that dint work then: you only get the medal if you reach the amount of xp you need by attacking, not being attacked (its a bug TJ is going to fix) if hard refresh dose not work try attacking a little.

I get on, and once more I had 1 HP! YESS! XD I got attacked quite a bit too, but still at Level 14. =/
