The plot sounds very interesting, I'll see if I can complete some artwork so I can post a form.

Tbh, I've only just started learning coding (PHP) so I don't think I'll be able to do too much for your site, especially if it goes down or has a technical problem :S But it depends on the web host that you use. Some come with a community forum which the staff post a few threads explaining some problems the site might face and comes up with a few possible solutions which prove useful

You don't have to do both, if you want to be artist, I wouldn't expect you to be coder too, for example :3
