Right now, I'd say yes they are hard to find.
But once the chances of successful bite is high, you can find 2-4 in the AP.

Yes, Black marrows, pumpkins and shadow walker dragons are only available during the few days before and on halloween. Vampire dragons are rare and are made by an existing vampire to bite and not kill a egg.
