Yes, it's definitely not a good idea to have your eggies displayed in your siggy when CS is having an event of any kind.

Since there are 100+ users viewing the Halloween biome, the eggs are extremely elusive, I have yet to catch even one CB myself. But to answer your question, yes, new eggs drop every 5 minutes. Click fast!
