I feel like its nearly impossible to obtain the clear droplet things from the banner.

It does. See, your browser has this neat thing called a cache, where it stores information about the websites you've visited, like a memory. Normally if you re-visit a site then, the browser can load parts of it from its cache.
If you refresh, however, it bypasses your cache and instead requests all of the information from the server again.
This is, of course, more work for the server, and when a lot of people do it at the same time, it can have noticable effects (such as slowing the site down).

So it's better if you just click a page normally instead of refreshing/hitting F5. If you're impatient and don't like scrolling, try a short page like the Archive or Pound. If needed, zoom them out so you won't have to scroll at all.
Then just click the menu link to the page over and over til a banner appears c:

The fairy flight plant was the only one I needed. I used my last three tokens hoping to get it. No such luck.

If you don't have a long friends list, then the User Control Panel pages are awesome! Especially Manage friends, Manage foes, Edit profile, and Edit signature!
