Can you submit fanart drawn on a program offsite or does it have to be drawn on the Oekaki? I’m on mobile and Oekaki is really hard to use for me, but would love to draw fanart :')

By my maths:

Pets only: 122 mail (INCLUDING 31 ingots 1:1), 23 beverages, 1 love letter
Items only: 3 mail (3 ingots 1:1)
Total: 125 mail (34 ingots), 23 beverages, 1 love letter

shot in the dark buuuut any chance anyone knows how long it takes for rarities to appear after an event takes place? (i'm assuming staff calculate how many of each pet players have so i know it'll take a hot minute but.. ballpark? :3)
