Do the gears from the construction equipment count towards the limit, or is that strictly a banner limit?

It might but it also might not. We'll have to see!
Edit: I have a feeling it won't though since I believe the limit is 300? That's more than the average of other years.

What is a banner limit?

There is a limit to the amount of banners you can click on each event. There's usually a banner counter (a link you can go to that tells you how many you have clicked) but there isn't one for summer events. The reasoning behind banner limits is to make the game more fair to those who can't collect tokens all day.

Our token events always have a limit of how many banners you can click.
Usually it gets increased once or twice during the event, but eventually there's always a hard cap. Think of it as a way to make sure those of us with a ton of time on their hands don't have too much of an advantage over everyone else^^
Currently the limit is 300, it's been raised from 200 on the 25th.
