near the end.
It says so, on their adopt page.

Trash has a chance to be fished up in the "fishing minigame" at the lake, where the otters and fish items are gotten

It varies. ^^" The archive is updated manually by only one archivist, Solloby. It's just whenever Solloby has time to do it.
