There's no set amount, but generally speaking, at this point in the event, people are selling them for 2 C$ or less each.

They should be there. If you click the little link on the front page where they mention the stamps, it'll show you where they are. They kinda blend in, but one of the stamps has a snake from the event so look out for that.
