does that mean No more of the eggs i can use to get prizes with will come up for 17 minuts?

That means that you can't get another banner until the timer is up. It might take a few more minutes after that before you find another banner, too, since they don't necessarily appear right away. ;3

Yeah, I got the same message. It looks like you can only get an egg every 20 minutes.
