I believe in last year’s event we discovered that there are two separate limits. Also, users who hit the banner limit were able to keep collecting from the other location.

fwiw for very event ive been part of that had hourly tokens, those tokens were always separate. so this event has the banner and the carnival tickets; the mideival fair had the woods (grass, cherries, etc), and the banner; the beach event had (i think it was) a treasure chest with shells, and the banner, etc, etc
