As far as I recall, nobody with authority claimed that the teddy isn't a token.
In fact, Lacuna dropped you guys a hint, saying she was wondering who lost their teddy bear.

Banner items aren't usually trade ins so it was reasonable to assume that the bears wouldn't be. Let's not get mad. It seems like there is only one outcome from trading it in anyway. Nobody panic.

Banner items for Easter and Halloween usually aren't tokens.
Banner items for summer events, however, very often are, no matter how pretty they look. The slumber party 2013 was probably the best example of this, with the cute fireflies, the pretty flowers, and the adorable rat plushies all being tokens. The beach event had the sea horses and hermit crabs.

I believe the teddy item used not to be categorized with "Event Tokens" category but now.
Assuming the trash animal items will eventually turn into that case soon..?
By the way, I've already hit the banner limit (which is 200) before the teddy began to get dropped anyway..

The limit is usually something like 250-300, so you would be able to get plenty of tokens to finish the event, don't worry!

In the Egypt event, Archie wanted to put all Cleos stuff in a museum and preserve it. But Cleo wanted to keep all her stuff. So the staff let CS users vote and Cleocatra won the polls. If we had a vote weather or not we get to keep all our teddies, and the vote came out to us returning them, we may all loose our plushies (which would be a first)

Unless you trade away every token you receive from the banners then 200 tokens should be plenty to finish the event! Especially if you trade for outcomes you don't have rather than just using all your tokens up to get that last pesky one!
