Yes the cursor and loading circle pets are still growing. If you look on the pet's page where it says 'growth' you can see whether it is still growing or full grown.

You get them by trading in tokens on the Vapor Arcade page.
We also have an outcomes thread here which lists all the pets and items, and where to get them.

didn't reach it yet and don't remember from previous events, is the token limit permanent? (as in, once you hit it you can't get any more until the end)

The token limit is usually set low at first and is raised periodically as people start to reach it.

The event runs for around 2 weeks, it varies a bit so there's not really a set date currently.
