Annoyingly, as soon as the 20 minutes are up, I can't find any banners at all.

The banner doesn't really disappear^^
You have to search for it.
The 20 minute box is just to remind you and keep you from searching when there is nothing.
As soon as the 20 minutes are over just go to any page (preferably Archive or Pound because they are such short pages) and reload until you see the Trick or Treat banner
