The banner! You can find teddies in the banner, and if you have no luck throughout the event you can find someone willing to trade

You can trade another user for one or get ones from the banner still!

From what I can tell, many event things are going for pretty much even right now in the exchange thread. I would put the teddy at an even level as a pet.

At the kiosk on the normal page of the Carnival! The kiosk is in the bottom left corner. You can claim one ticket per hour.

The banner! All the banner tokens are randomized so it's all based on luck on which one you get
