I just got this little dude from a banner He doesn't seem to be a candy that I can turn in. Do the banners sometimes give out things that can't be turned in for prizes?

Yep! Most events have a few pets or decoration items which can be obtained through the banner in addition to tokens.

Rollover is midnight CS time. You can see what time it is on CS by looking at the clock at the bottom of the page. It was about half an hour ago c:

So it’s just random pages that the banner is found on? Is it only pages on the forums? Do the pages change? Can you link to the pages containing the banners? I’m confused

They can appear at the bottom of any page (except for the "my posts" page), it's totally random if one will show up or not. Every time you visit a new page there's a chance a banner will appear at the bottom!

Yes, the main sign-up thread can be found here! It's not an official CS event and has no relation to the official Halloween event, it's completely player run and moderated (though the owner has been promoted to a CS Mod), but it's happened every year since 2011 - sign-ups opened on Sept. 15th and the game started on Oct. 1st ^^
