They give you a "Yes" and "No" option, but even if you say no, eventually you'll have to say yes since you can't make any progress in the game.

That has happened to me in a Pokemon game once, I didn't want to help, but I couldn't say no if I wanted to make progress on the story. So eventually, I had to say yes.
