Why are there coppas?

I am here for 5 months or less , and i still cant understand:

Why are there users that are coppas? Were they coppas because of a ban , did they joined like this?
I know what a COPPA is Is a user that CANT chat , and if he needs to say something he chooses phraces from a list , right?
SO please tell me ^^ I really want to know !

is the staff able to see your PM? This happens to some games and it doesent to some others :I im confused

A Coppa is a player under the age of 13, they have the chat restriction for protection, by the child protection law. It's so they do not expose personal info. from what I've managed to gather

what i heard is that it's a law to protect children from giving personal information. kids that are under 13 are coppas.

Its because when people join they put their age, if they are under 13 i beleive they cannot chat because younger kids are more prone to exposing things about their age. So its for saftety reasons. Hope this helped!

COPPA stands for Children's Online Privacy Protection Act. This law only affects children under the age of 13, who live in the United States. As it is an American law, young children in other countries are unaffected. This law is designed to protect children from accidentally sharing private information online.

Players protected by COPPA cannot send or read private messages. They can only post in the Oekaki boards and Dress-up Challenges, and all of their posts must be checked by a moderator before they are displayed to other players. They can only send pre-written trade messages. They can still collect pets, create a stamp collection, and use other non-communicative site features.

A COPPA member will automatically become a full member on their 13th birthday, if we have their correct birthdate information.

Players can have their COPPA protection removed early if they get permission from their parent or guardian. Contact the help team for advice about you or your child's COPPA account.

Please note that all new accounts have some messaging restrictions, it doesn't mean you are definitely a COPPA member.

To answer your other question about PMs, it depends. Admins can look through your PMs if they need to, but they aren't going to go reading through your messages for no reason at all of course. Moderators can see only the PMs which have been reported. That way a user can alert staff when something inappropriate has been sent to them. However, moderators cannot read just any message they'd like, so you don't have to worry about your privacy.

In general, your messages are kept between yourself and the other person. It only comes to staff's attention if someone feels the need to get them involved.
