Hm.. You shouldn't have to have" cat lines" on to color "bunny COLOR"
Again, make sure you have the layer "bunny COLOR" selected. You can only color the layer that's highlighted/selected.
The reason why that message might've come up is you had "cat lines" selected and you made made it transparent. You can't do anything to layers that you can't see.
If you follow these steps exactly, you should be able to color in the bunny:
1) Make the layers "cat lines" and "cat COLOR" transparent
2) Scroll until you see the layers "bunny lines" and "bunny COLOR" and make them visible
3) Click "lock alpha" and make sure you have the layer "bunny COLOR" selected.
4) You should be able to drag the pen or pencil tool over the shaded area and just that area will be colored.
Side note: all "lock alpha" does is "lock" there area of where you can color to the areas already shaded on the layer you have selected. For example if I had the color red and the layer "bunny lines" selected and turned on "lock alpha", I would color just the lines red. Same goes for the "bunny COLOR" layer, if lock alpha was on I would just color the bunny red, not the lines.
