There's no set time for whenever the candies are put out!! It's whenever really, you just have to be lucky enough to catch it. The event will go on for a while, so it's okay if you haven't gotten one yet. Some people are just on a lot more often than others and can catch it!! Just keep your eyes peeled!

This is correct! I try to do them somewhat hourly but it's by no means consistent/set in stone and sometimes I skip if I'm busy.
