I have a couple questions, whose tolters can we draw if we dont own any? Can we make up our own or?

No, it states in the new member program that you PM a tolter’s owner and ask them to draw one of theirs. Or if you post in the fan club offering to draw owners’ tolters to earn challenge points, people will send you their tolters to draw
