Misty's dress shimmered and rippled and looked ridiculous on her. Her wig swayed in lush tufts about her head, and the whole outfit clashed. It seemed to amuse the local sealife though, so she kept it on for the sake of being allowed into the jamboree.
Just a fun little dressup for the sake of amusement and time-wasting.
