Well, I was browsing tumblr a while back and discovered that, as a protest of the lack of LGBT rights, people of Australia sailed out to an empty island and stuck a sign and a rainbow flag there.

The island is called Cato Island, and since a few months back I created a gay character named Cato, well... This had to be done. Irony at its finest???

Cato is from a Gravity Falls AU/Night Vale crossover, so yes it is an iteration of Bill Cipher he's speaking to because the Bill in his story would absolutely poof him to this island.
