Yeah... im not that good at this... but I thought id try! :3
Can someone tell me how with layers when you add one how to stop one layer from affecting the other so when I colour it in I can use fill without it covering the whole screen

Secondly, you have to move the layers.

Whatever layer is on top will draw over/cover the layers below it. Also, make sure you are switching layers by clicking on them. (Whichever one is highlighted will be the one you're on.) :3 If that doesn't make sense or you need more help, I'd be happy to answer your questions!
