basically he's really shakey and doesnt look like he's in control of his own body
hes also either sick or tired 90% of the time bc he sleeps for like 1hr per day thats it

bill is very random and shouts alot - online he types in ALL CAPS BECAUSE THATS HOW HE THINKS APPARENTLY. but he's also tired and sleepy are the same time. he makes bad puns and jokes and stuff all the time. he's slightly schizophrenic and is very finnicky and indecisive.
