This piece is called ".:Trio Finale-Party Elegance:.". It is designed for fancy Canterlot tea parties. This included 3 gifts from the Three Star Melody Sisters:
The biggest sister, Blaze, gave Flo the skirt and the collar. It is made out of weaved fine Alicorn mane (it's soft and silky-and dont worry, Blaze didnt hunt down Alicorns like herself to get those hair!).
The smallest sister, Techno, gave her the weaved transparent coat. It is made by the finest designer, Rarity, and given to Techno when she visited the Royal Music Conservatory of Canterlot. Techno also gave her the fine "Morning Dew" jewels embroided onto the coat-she gathered them in the early morning at the Canterlot Gardens.
And last but not least, the middle sister, Dream, gave her the magic to protect her from fire, water and all sorts of hazards that could harm this fragile paper pony. The magic is casted on the weaved coat and caused glitter floating around the coat.
