Looker has interrogated the grunts they have managed to arrest, but they didn't know much about who hired them; just that the money was good. Really good.
Whatever this new team is planning involves Pokemon and alchemy. Predictably, the individuals in hiding all have some knowledge of alchemy: Cyrus and Charon from Team Galactic, Cloress, Lysandre from Team Flare, and Faba from the Aether Foundation. The Interpol is, understandably, worried. This team has a lot of money, resources, and smarts behind it.
Interpol decided to recruit help from powerful trainers of all regions: gym leaders, elite four, trial captains, and champions (current or former). Interpol secretly sent word to all these powerful trainers--untraceable, of course.--to meet in a month's time in Driftveil City. Now, to keep the new team from realizing what it going on (since, you know, all these people are celebrities and if all of them suddenly leave for a week the media will go bezerk) a large charity organization was hired to hold a week-long tournament for powerful trainers only. Under the guise of a fun tournament, our characters will meet and discuss this new threat with Interpol. What happens next is up to you...

The city of Mournhold contains a stark divide; the rich and the poor, the law-abiding and the criminals, the natural and supernatural. Well, by human standards. All things are of this earth, including the magical that humanity chooses to ignore. And really, it's better they do ignore it. They can barely handle what they currently know; to add our existence and problems will overwhelm them. We may hide among them, but we keep to ourselves. It's better that way.
To effectively keep hidden, we--the Fae, a catch-all term for all supernatural creatures even if they aren't faeries--govern ourselves with courts. A court keeps track of all the Fae in their territory, like a human nation would. They set their own laws, like curfews and restrictions on messing with humans. Most Fae belong to a court, but some don't like to be "ruled" and stay out. Those Fae are looked down upon.
Mournhold has always had a large amount of Fae. It was originally founded by us, after all. Almost all of the city is ruled by one court: the Storm Court. They run things like a Court should: ruthless. The slums are run by our court: the Garbage Court. Here in the Garbage Court we're a bit more...loose. We don't look down upon people, even the courtless Fae and the humans. The Lord of the Court made it that way. And now we're looking to own the city. The only question is will you help us?
