Hey, would it be okay to create a telegram group for CS people and advertise it on the forums, or does that count as sensitive private information?

Can you give some details on what a telegram group would consist of? If it means sharing things like age, address, what city you live in, etc. Then it wouldn't be allowed.

Sharing Telegram is not allowed (in the same vein as similar apps like whatsapp).
