What Are Gift Wars?

Hello! I have always been hearing about Gift Wars... but I am not sure what they are.
I read how it works on a topic, but I didn't quite understand it. Can someone please explain it in more of a simpler way?

The best definition I can think of is this: One person goes to gift someone. The other person edits and instead of taking a gift, sends a gift. It keeps going until one side can no longer say no to the offer really. Both parties could end up with a gift or just one.
