Itchy Skin Remedies?

I have an older dog [twelve, turning thirteen this coming March] and he's always had skin problems. They were manageable, but I'm in a position where I can't quite dish out the money for medicated shampoos. The vets around me are expensive and are more or less concerned with advertising than the animals.

I use Apple Cider Vinegar on his skin, which helps, but I'd like to know some other things I can use.
