Yes, the rule only states that you can't do paid artwork.

Well Im making a role play thing and I want people to make a wolf/fox that represents them so is it ok if people color in your wolf/fox to make a character? Oh,and of coarse I will give full credit for drawing the picture.I was just wondering.

That's sorta the point of this ^-^ Use it to make refs for characters.
