how to make a webpage?

Anyone have any tips on how to create a web page or a free site the will let you build one? I can do a majority of the artwork for it, I just need help on the coding part.^^

I'm trying to make a basic website to use and later change it to an adoptable site when I figure out how the correct coding and how to apply it.

Right now I am really focused on getting a home page done and that is it for the moment. If anyone wants to go in further that will be great. I would need a header like on here to go to different place on the site.
