How can I get a back round behind my pets?

I'm having trouble getting back rounds on my pets. When I do it the back round always goes in front of my pet!

in the bottom right, there should be a box labeled 'rearrange mode'. Select it, then click on the background. Then press the green down arrow until it is moved behind your pet. Hope this helps.
